Underimprovement is a property or a part of property that does not fully utilize the possibilities of the area and/or land it is build on, e.g. does not take up the full space it could take while not using the remaining space in any way. Also, and improvement that does not correspond to the standards or expectations that might be applied to the property for any reason.
