Non-institutional lender is a money lender that is not some type of more traditional and well-regulated lender, i.e. not a bank or non-bank financial institution. Such lenders are usually either unorthodox and are not covered by laws that usually applied to lenders, or are institutions that usually do not act in the capacity of lenders, e.g. universities.
